Power in the International District was fully restored at 6 a.m. Power in the International District was fully restored at 6 a.m. A faulty undergound switch was repaired bringing electricity back the final 300 customers . The outage was first reported about 6 p.m., last night, and intially affected 2,470 customers. City Light crews were able to isolate the problem and restored power to over 80 percent of customers within 90 minutes.
