Matthew Stubbs, a strategic advisor in corporate performance at Your Seattle City Light, has been named a “Rising Star of Public Power” by Power Power Magazine.

Stubbs, 34, earned a Masters Degree in Public Administration from Columbia University’s School of International and Public Affairs.  His degree specifically targeted International Energy Management and Policy and provided him with a strong set of quantitative skills to draw upon in his work.

Stubbs began his career at City Light in 2007, working as a business partner within the Budget Office.  He worked with internal business groups to manage budgets and capital projects.  He also worked on other finance initiatives, such as the 2007 bond offering.

In August 2008 Stubbs was promoted to a Strategic Advisor position in our Corporate Performance Division, where he became project manager for the enterprise performance management and business intelligence project. In this role, Stubbs has skillfully led a team of business process owners, IT specialists and consultants in the design and implementation of the utility’s business intelligence system. Using Cognos (IBM) business intelligence tools, this program strives to put actionable information in the hands of decision makers throughout the utility, from line level employees to senior management.

Stubbs has taken it upon himself to be both a major “evangelist” to develop organizational buy-in for the use of such data in business process improvements and the primary trainer for his peers in the development of reports using these tools.

Stubbs also has participated in numerous business process improvement efforts, including a review of overtime in the service delivery sector and in planning for the future of the budgeting process.  He also has become a trainer and facilitator for the City of Seattle/Seattle City Light Race & Social Justice Initiative.

Outside the office, Stubbs is active in a variety of civic volunteer efforts. He is a graduate of Leadership Tomorrow, a leadership development program in Seattle. He has demonstrated his leadership by serving on community councils in the neighborhoods in which he has lived for the past five years. Additionally, Stubbs is the chair of the Municipal League of King County, a 100 year old non-profit good governance organization.
